Why availability is the first question, not the last
Most people choose an exchange on fees and then discover it does not serve them, or does not serve them with the product they wanted. Reverse the order. Work out what is actually available where you live, then compare the survivors on cost.
There are three distinct kinds of "not available", and they behave very differently:
- Sanctions. Iran, North Korea, Syria, Cuba and the occupied Ukrainian territories are blocked by every compliant venue. This does not change.
- Regulatory exit. The exchange chose to leave rather than meet new local requirements — Binance in Canada and the Netherlands. These can reverse, and sometimes do.
- Product restriction. The account works; a specific product does not. This is the most common and the least visible, and it is why the table below marks partial availability separately.
What to check before you deposit
- The exchange's own restricted-jurisdictions page. Not a blog, not this table — the source. We link to them from each exchange review.
- Whether the product you want is covered. Spot availability tells you nothing about derivatives, margin, staking or lending, each of which is permitted separately.
- Whether fiat rails work for you. An exchange can be legally available and still unusable if no supported payment method reaches your bank.
- Which legal entity you are contracting with. Several exchanges serve different regions through different companies with different protections. The entity name is in the terms of service you accept at signup.

Frequently asked questions
Why is Binance not available in my country?
For one of three reasons. It was never licensed there and the regulator has said so — the United States is the clearest case. It withdrew after new rules made operating impractical, which is what happened in Canada and the Netherlands. Or the country is under international sanctions, which removes any discretion at all. The reason matters, because the first two can reverse and the third almost never does.
Can I use a VPN to access a restricted exchange?
You can connect, and that is where the good news ends. Every major exchange performs KYC with government ID and matches it against your declared residence, and terms of service universally prohibit circumventing geographic restrictions. What typically happens is not that you are blocked at signup — it is that your account is frozen at withdrawal, after you have funds on it, and recovering them requires exactly the documentation you were trying to avoid providing. Use a venue that is licensed where you actually live.
Why can I open an account but not trade futures?
Because account access and product access are governed separately. Derivatives are regulated far more tightly than spot trading almost everywhere, so an exchange may hold permissions to let you buy Bitcoin while having none to sell you a leveraged perpetual. Binance derivatives, for example, are unavailable across the EU, UK, Canada, Australia and the US while spot trading continues in most of those markets.
Which exchange is available in the most countries?
Among the venues we track, CEX.IO reports service in more than 200 countries and territories, and it is the only one in this table with US money transmitter licences filed under a single public NMLS record. Breadth of availability is not the same as quality, but it is the first filter — an exchange you cannot legally use is not a candidate regardless of its fees.

Checked 2026-09-15. Availability changes with little notice — several exchanges have exited entire countries within weeks of a regulatory announcement. Treat this as a starting point and confirm on the exchange's own restricted-jurisdictions page before you deposit.
